This is a relative recent track from Bob, although Mr Dylan is probably one of the most significant poets of the last century, I do consider that he writes from a depressed point of view. Still he does have an incredible art with words. This version that has been in my head for a while is from the 1992 album under a blood red sky. Although it was first recordered for a album prior to that.
The meaning that I draw from the song is that it is about relationships and time and how they affect each other. Sometimes if things were to happen in a different order our lives would be quite different. That does not distract though from the fact that now is the most important time of all.
